Who the hell thinks that its a good idea to sit and chat on their cell phone in a bathroom stall in the men's bathroom?

This so reminds me of the recurring Graham Norton bit where he hooks up a speaker inside a bathroom stall, puts a hidden camera in the hair dryer, and trys to interact with the guy at the urinal, to hilarious results.
